PT Paper mill fined for air-quality permit violation

The Port Townsend Paper Corp. has been fined $4,000 for violating an air operating permit for its recovery furnace particulate levels on March 26, 2012, according to the state Department of Ecology.

Violations of the air operating permit limits are reported in monthly reports submitted by Port Townsend Paper Corp.

The mill also violated its smoke density limits from the package boiler on March 12 and 14, the DOE said in a press release Nov. 27.

Throughout the state, the DOE issued $491,628 in penalties for the third quarter of 2012.
The mill was the only one to be fined in Jefferson County in the third quarter.

The mill also was fined $7,000 in March of this year for violations that occurred in November 2011, according to the DOE. In that violation, the mill exceeded its air operating permit for sulfur emissions on Nov. 9 and Nov. 23 of 2011.

In the most recent violation, the mill exceeded its air operating permit by about 20 percent, according to the DOE.

The limit of grains per dry standard cubic foot is 0.05 gr/dscf, and particles were measured at 0.06 gr/dscf.

The mill’s opacity limit is 15 percent for a six-minute average, DOE spokeswoman Linda Kent explained.

“If it is 15 percent opaque, then 85 percent of light can get through and 15 percent is blocked. The stack is monitored on a continuous basis. During any six-minute period, if the average is more than 15 percent then there is a violation,” she explained."
